Smart Cities: Historical Framework, Identity, and Human Capital
Abstract
Objective. To address the challenges faced by smart cities in developing countries, using Cabo Verde as a case study. Methods. The study is a practical analysis of a successful case, developed through a bibliographic review, tracking progress and evolution, with a qualitative, exploratory, and descriptive approach, including published articles. The challenges discussed include water scarcity, security, energy transition, and digital connectivity. Results. The study highlights the importance of social inclusion and participatory democracy to ensure that all segments of the population benefit from smart city initiatives. Additionally, financial challenges associated with implementing smart city projects in low-income regions are addressed. Conclusion. While the challenges are significant, smart cities have the potential to contribute to the socio-economic and environmentally responsible development of the northern interior of Santiago Island and all of Cabo Verde.
