En los últimos años, la economía mundial se ha vuelto más inestable y fragmentada. La rivalidad entre grandes potencias, los cambios en las cadenas de suministro y el regreso de políticas industriales activas han puesto en cuestión la idea de que el libre comercio global, por sí solo, garantiza eficiencia y bienestar. La pandemia de COVID-19, la guerra en Ucrania y las tensiones tecnológicas entre Estados Unidos y China se suman a la preocupación por la seguridad energética y alimentaria, acelerando una reconfiguración profunda del comercio y la producción
